Believing in the important role of small projects in economic development plans and creation of job opportunities , the Central Bank of Egypt (CBE) announced an ambitious initiative in December 2008 , which is considered an inseparable part of the Second Stage of the Banking Reform Program (2008 - 2011) . This initiative was for small companies and enterprises , in order to encourage banks to provide versatile banking services . In this regard , given the importance of a database and accurate up - to - date information on the sector of corporations and small and medium - sized enterprises , the
CBE and the Egyptian Banking Institute assigned the Central Agency for Public Mobilization and Statistics - for its extensive experience in data -collection - to conduct a comprehensive field survey for this sector on the level of all governorates in the Republic , with a focus on value - added economic and official activities . For need of confirming the quality of data and information , the Center for Surveys and Statistical Applications , Faculty of Economics and Political Science , Cairo University was commissioned to monitor the process of data collection on the ground and verify the accuracy and validity of the questionnaire data
