The study reveals that there is a general tendency all over the world to the use of private sector funding , technological and managerial potentials in providing many projects under the state monitoring , supervision , and funding . Applying the Public Private Partnership models (P) allows the state to provide various public projects with the distribution of financial burdens over certain time intervals determined by the duration of the contract with the private sector . This in turn leads to reduce the burden on the state budget by encouraging the national and foreign private sectors to invest in areas like infrastructure in particular .
For Egypt , the study concluded that the partnership models had amplified due to the pushing power of the economic reform programs and the government encouragement to the private sector . However ; there are still bigger aspirations in this area to increase this particular type of investment , which reflected positively on economic development . Therefore , the study underlined the need to create an appropriate legislative and institutional framework for the success of those models that takes the special nature of the Egyptian economy into consideration in order to reduce the risks of applying those projects and benefiting from the international experience . Experience showed that thoughtfully well prepared PPP projects can assist in filling the funding gap and establishing a high quality Low Cost infrastructure projects contributing in creating a real economic development and raising the level of services provided to individuals of the society
